Horse poop soil amendments...

Okay...please resolve an argument in our household...

Is it okay or not to put horse poop in our vegetable garden and ground it up in the soil to improve the soil for gardening this year? (If it is harmful, please provide specifics or references.) My husband says his grandmother did it and there was no problems, but I thought you need time for it to break down in the soil.
