Each spring I have added sand to my garden in an effort to allow my garden to drain better.  At first, I thought it was helping.  But the last 2 years, it seems the garden is holding moisture, to the point where I can't till the garden until much later then I want.  I also add compost each year and have to dig down over a foot before I reach clay.  Can sand be helping or hurting my soil moisture level?

Sand helps moisture drain, not hold it in so I cant see how this would be causing your garden to be too wet. A good garden soil will tend to hold the moisture (note this is not the same as a garden being wet because the soil is heavy clay that wont drain) so if you are concerned about not being able to plant due to a rainy spring (such as happened last year), you may want to cover your garden with a tarp to keep the rain off of it in the early spring so you can till and plant earlier. Of course, this may not be a possible solution for you if you have a large garden...although you might still cover part of it.
